DVD or VCD?

I realize this isn't the specific newsgroup I need but hoping someone
here knows the answer. A family member got a company to put 3 VHS tapes
onto a DVD but it won't play on their player. This leads me to believe
it's a VCD not a DVD. Is there a way I can tell if it's in VCD format?
Like by opening it on the computer or something?

They burned the material onto a DVD tho, but it won't play on the DVD
player that's why I'm thinking they must have put it in VCD format onto
a blank DVD. If it wasn't on a DVD I'd try it in a CD player. Just
trying to find out how to tell if it's in VCD format.
