After upgrading to windows xp, I have not been able to
play my dvd. Windows dvd is no longer there. My toshiba
dvd properties displays that it is working properly, but
is not at all.

You need a codec for DVD movies, which is not supplied in XP (you can
get a download for one for about $10 from the people who produce their
own players, eg http://estore.sonic.com/eng/cineplayer/dvd.asp?lang=eng

But you may find that simply reinstalling the player you had, from the
original source, will in fact work

You probably have to reinstall the program to play dvd's. Be sure the
one you have is compatible with XP.
