dvd + cd-rw drive choppy

my dvd drive recently decided that would not play anything properly e.g. movies- sound and video slow and choppy, for no apparent reason. then two weeks later my cd-rw drive does the same - sound is choppy from the drive. i have found that my brother is downloading dodgy looking games. have cleared my computer of spyware and viruses but still problem is still there.

windows xp home
1ghz celeron
128 mb ram
30gb hdd
5.9 hdd
80gb hdd
dvd drive

You figured out why it was running choppily by removing the viruses and
spyware. Try repairing any system files that may have been damaged by
running sfc /scannow. Have your Windows XP cd in the drive. Another
issue is that you really don't have enough RAM. You should have a
minimum of 256MB, with 512MB preferable if you play games. If running
sfc doesn't help, then you may just want to format the drive, clean
install Windows, reinstall programs from cd's, and restore data from
backups. And buy more RAM.
