If your question really is - Are IE or OE changed to a different version
after SP3, the answer is "no". I'm not sure what else would be involved.
Perhaps you could expand on what you are worried about.

If you like IE7 and know you're going to keep it then you don't need to
bother uninstalling it. If you want to have the option of removing it in
the future, yes you should uninstall it before installing SP3.
OE6 remains the same after SP3 and in any case you can't uninstall it
anyway. All you can do is hide shortcut icons to it.
That depends upon how much of the version number is considered. IE6 does
change to report its being at the Service Pack 3 level. There are also build
number changes. What this might change is not clear.
