Duplicate Icons "Appeared" in Control Panel!

I did a clean install about a month ago and I religiously scan for viruses
but everything's started running slow lately—accessing the internet, system
loadup, switching between and saving programs, etc. Today while online,
there was a power outage. I have a powerstrip, so no biggie but when I logged
back on to check out the system, all was well except that quite a few desktop
icons were duplicated. I removed these to the Recycle Bin. I then went to
the Control Panel only to find duplicate icons for "Add Hardware,"
"Add/Remove Programs," "Java," "Quick Time," "Security Center," & "User
Accounts." These icons cannot be deleted. I've tried various System Restore
points, and a triple-scan for viruses. NADA. Does anyone know how to correct
this problem?! I need H-E-L-P ASAP!
