driver enabled but not started?

I'm trying to recover my in-laws's system after my
father-in-law decided to hook up to cable w/o a firewall or
NAT. I backed up the registry, reinstalled win2k pro, and
then restored the registry. I also used Windows Update to
bring the machine up-to-date.
I'm getting some entries in the Event Viewer about services
not starting - I assume that these are some of the virus
entry points which no longer exist.
The problems I'm having is are:
1) Norton AV is having problems starting auto=protect
2) Zone Alarm did not want to work

THe most maddening @ this point:
The integrated RealTek AC'97 sound is not working - Dev
Manager says its working properly, but no apps recognize
it, & driver/props say the drvr is enabled but not started?

did you just back up the system state or just the registry. when restoring a
machine you should have the system state backed up, not just the registry as
backing up the registry without the system state will likely lead to
problems such as you described due to stale/corrupt/incorrect registry
entries.
