I accidently unchecked the box for when it asks you
whether you want to save or open the file when
downloading, i searched everywhere in internet options to
find it but i had no luck, how can i get this back?

To get the download dialog box, enable the "confirm open after download"
option for that filetype:

Click "Start" -> "Program Files" -> "Windows Explorer".

Then click "Tools" -> "Folder Options".

Change to the "File Type" tabs.

Scroll down to locate the file type. Highlight the filetype (example :"PPT
Microsoft PowerPoint Presentation") and click the "Advanced" button.

Then check the option "confirm open after download".

Also, set the "NoSelectDownloadDir" to "0"
