downloaded xp now taskbar and start menu don't work

Ever since we downloaded xp we've been having trouble
with our taskbar and start menu and yesterday it stopped
working. I can't go into the start menu for a program and
if i minimize a page it's lost. Is there any way that
this can be fixed??
 
What type of download did you do? Did you format and then install or install over another os system?
