Downloaded pictures

Can not open a downloaded picture that has been saved to
desktop, floppy, ect. Says not formatted. I don't no if I
deleted somthing. Use to be able to save pictures as JPG.
only option they give now is art or bit. If I save them as
either then go try to open them It asks open with what,
nothing will open them. I tried to add an update to my In.
explorer it said could not install because explorer was
missing "installation directory files. Don't know if that
means anything. Besides not being able to view downloaded
pictures eveything works fine.I've lost my Jpeg ability,
any ideas without having to reinstall windows ME.
