"double scroll jump"

This is in regard to scrolling by clicking in the empty
space on the scroll bar. If a single click is done right
below the position marker, if will move down one space.
However if the click is done towards the bottom of the
scroll bar, the position marker jumps erratically down
the page.

I have tried changing settings in the mouse properties
(control panel). But have not found a solution. Does
anyone know possibly a line in the registry or another
set of options that might be able to affect this.

only option is to use the keyboard keys to scroll.
