scroll bar double jumps

I can think of nothing I did that changed the settings in
my browser, but the scroll bar jumps down two pages now
instead of one when clicking in the open bar space (not
the arrows). This only happens in Internet Explorer. I
am also unable to open my Mouse Control Panel. Thank you
for any advice:

IE6.0.2800.1106CO
IBM ThinkPad, IBM Mouse

This is due to a bug in critical update 824145.
Work arounds:
Click immediately under the slider.
Drag the slider.
Use the mouse wheel.

To FIX it, uninstall the latest IE 'security upgrade' KB824145.

In Win98, I did:
Start
Settings
Control Panel
Add/Remove Programs
.... scroll down to Internet Explorer update thingy
(I think it said KB824145), and remove it.

I don't know if we are giving up anything important when we
do this, but the double-jumps feature is just too too
annoying!

I encountered the same IE scrolling problem on both my
desktop and laptop machines after installing the latest
Microsoft security update on these machines. I can access
my mouse control panels but there is nothing there that
seems to help. I hope someone has a fix. (I have 98SE on
both machines.)
