Documents + others do not work

Hey my name is Robb, and I've been having problems with a few of my computer
programs. My Documents and everything in side it does not want to open,
whenever I try to open it, it plays a little sound, and doesn't want to open.
It does the same with Control Panel and My Computer.

I am pretty sure it's not a virus because I do have anti-virus, and a
firewall. Not having Control Panel available has made some of my computer
games useless, because they have been installed, or uninstalled right, and
now there's no way of fixing them. Please if you can help me, and bare with
me, I would really appreciate any help!!
