Do not download it from the server rule

I have a rule set up in Outlook Express that prevents messages with certain
text in the To or CC fields from being downloaded from the server.

I have been trying to set up a similar rule for pop3 mail in Outlook 2000,
but the "Do not download it from the server" part of the rule does not seem
to exist in Outlook.

Is there any way to do this in outlook?

You're correct. It doesn't exist in Outlook. If you state why you wish to
do this, perhaps someone can suggest a method of addressing what you want.

If you're using one POP3 mailbox for multiple users, it won't work well in
Outlook.
