"Do not deliver before" option not working

I have a user that stated that she had set up an e-mail to not be delivered
before 9/27 at 7AM. So, she sent it, and it sat in her
Outbox waiting. The user called this morning to report that it still
had not sent yet. Any ideas of how to fix this problem and prevent future
occurrences? FYI, we are not using cached exchange mode.

We are using Outlook 2003.

She has delayed e-mails in the past to be sent while she is on vacation, and
they would send. But every once in a while, it doesn't work. For today's
instance, the e-mail was supposed to send at 7AM, but when she came in at
8AM, it still was sitting in her Outbox.

Is she using an Exchange server for her mailbox or is she using a PST? In
the latter case, Outlook must remain running in order to send the message
when the time arrives.

If the delivery location is the Exchange mailbox, then delayed sending
should work whether or not Outlook is running.
