"Do not deliver before" option does not work

When I use the "Do not deliver before" option on an email it does not stay in
the outbox but gets delivered right away. How do I fix this? I rechecked my
PC's clock and date and the requested delivery date is well into the future.
The delivered message even has a highlight that it was scheduled to be
delivered by the date I picked.(yet it still delivered it before the
requested date)

what version and mode of outlook and what mail server? It's supported in
some versions unless you use Exchange server or Internet mode.

I'm using Outlook 2000, corp edition, & HTML format, internet email only
Any help?
