"do not deliver before" message

I cannnot send a message from Outlook. All message seem to have the above
option which I did not create! When I uncheck the box: "do not deliver
before"......and it has today's date along with a particular time...... the
message still will not send! This is in the toolbar under "options" ......to
the right under "delay delivery".....choose "more options" and you can see
the message I keep getting. How can I PERMANENTLY delete or change that
option so message will be sent when I press SEND button??? HELP, please!

Version of outlook?
Every message you send has the option to not deliver before a specific time
checked?
