I set delayed delivery but Outlook delivered before scheduled time

I'm using a Form to send the same message to a number of individuals. I've
double checked everything and my options specifically state "Do not deliver
before (today's date) at 4:00 PM." Yet, Outlook is still delivering all of my
mail well before the delivery time.

The only thing I can think of that might be affecting this is that I have a
2 minute send delay rule. Can that be interfering with the options? I have
the delay rule because I want to make sure I have at least 2 minutes to
retract a sent message and/or make changes. My prior Outlook (2000) would
automatically hold all outgoing mail until my auto pick-up/delivery time of
every 10 minutes, or until I hit send/receive, but 2003 sends it all out
automatically unless I setup a delay rule.

Is there any way to get the delay without a rule and get my Hold Delivery
options honored by 2003???

No need to do that. Uncheck the option: "send immediately when connected" and
set up check for mail every 10 minutes or more. Then mail will remain in
Outbox until the next mail polling. Tools, Options, Mail Setup, Send/receive
button.

Ah, you may be right. I took the Dend Delay rule out. We're using plain old
pop accounts for our mail. Never bothered to setup Exchange Server though I
sometimes wish we had. It'd be nice to share folders from time to time.
