Delayed delivery mysteriously set

Exchange 2003, Outlook 2007 clients. All of a sudden a number of users
are reporting that their messages are being sent with delayed delivery
enabled- when they did not enable that option. It's happening to all
messages on a number of users, but of course, not to me.

Is there a fix or a reg key that controls this as a default behavior?

There is no rule set to send messages in this manner.

What kind of delay has been set? All to the same date/time or a specific
amount on time after they have first pressed the Send button?
Any add-ins installed that could cause this?
Does it still happen when they start Outlook in Safe Mode?
