Do all updates need to be installed?

Hello,

I just want to ask since I don't use Windows messenger, Outlook express,
Blue tooth and have disabled Telnet service and Message queing service can
these vulnerabilities be exploited if I don't install security updates for
these even though I have them disabled or don't use them?

How can we guess what updates you're talking about?

On the chance you're referring to Windows Update: You need to install
all updates labeled Critical (in Windows XP) or Important (in Windows
Vista or 7.) For other updates, the choice is yours.

About your second question: Malware can exploit an unpatched
vulnerability whether you use it or not, and even if you think you have
disabled it.

If you *have* the programs, you should keep them updated.
