Display Settings problem

I have a very peculiar problem with my computer: when I
right-click on my desktop and hit 'Properties', I don't
get the usual tabs with 'Appearances', 'Settings', etc.
Instead, I only see the Desktop Themes screen, with
Windows 98 buttons, and no tabs to switch around.
I tried looking in the Help and Support file (offline)
but that didn't help, as it merely says 'Cannot find
hlpctr.exe' and aborts.
Help me, please!

Hi,

Try expanding new copies of those files. Start/run msconfig, click on
"expand file" (general tab)

File to expand: desk.cpl
From: X:\I386
To: C:\Windows\system32

Where X is whatever letter is assigned your CD drive (you need your WinXP CD
for this), change it accordingly. If your system was preinstalled, you may
find this instead on the hard drive under C:\Windows\I386. If so, change the
"from" line accordingly. This assumes a default installation to C:\Windows.
If your installation is in a different folder, such as C:\Winnt, change the
"To" path accordingly. Reboot when finished.

For helpctr.exe, it's the same thing, except the file goes in
C:\Windows\PCHealth\Helpctr\Binaries.
