If the problem only affects your current user account; Go to:
Start\Run\type: "regedit" (no quotes) and Enter\and browse to the following
registry keys, there should not be any DWORD or REG_SZ values present or
enabled with a 1.. If you find any value (which represents a security
policy), disable it with a 0 or delete it.

If the problem affects other user accounts, go to the next registry key and
see if any values are enabled... by default, there should be no enabled
values; the Explorer key should be empty.

Also check in the USERS registry hive and look under the. DEFAULT (default
user profile key) and browse to the Policies key. Also look under the user
accounts keys represented by coded names.
It all consists on disabling or deleting unnecessary registry values
(Security Policies) that may have been created by a spyware, Trojan or
virus. If all this seems complicated, you can download a registry tweak
from the Kelly's Korner website, (follow instructions) but you would
probably be adding more registry values than you really need.
Go to
http://www.kellys-korner-xp.com/xp_tweaks.htm and download "Restore
All Display Tabs" registry tweak from the right side of line 285, and save
it to your HD, next go to here: Start\Run\type: "regedit" (no quotes) and
Enter\and browse to;
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies and
right click\Export\ and save as a text file (.txt)... then right click on
the downloaded registry tweak and select "Merge".. You may have to restart
for the changes to take effect.

Now the regsvr32 /i shell32.dll said it succeeded....but i still cannot open
