Try the Control Panel\Display. if it doesn't open, check other control panel
settings, if more than one don't open, check the Run registry keys and
delete suspicious unrecognizable values: Start\Run\regedit\ and path to
follow on the registry hives:
HKEY_(check all Run keys in
Local_Machine|Current_user|Users)\Software\Microsoft\Windows\CurrentVersion\
Run
Also Start\Run\msconfig\Startup\look for non-system and unknown processes to
disable a possible malware.
Also scan the system with antivirus, antispyware and antitrojan programs
because there's a possibility your computer may be infected with a malware
or virus that may have enabled policies that disabled the control panel or
restrict your administrative account. Also install Adaware SE Personal,
Spybot Search & Destroy, CWShredder, and The Cleaner.

To enable normal control panel operation, look in both Current_User and
Local_Machine hives for some value that restricts the control panel settings
in: HKEY_CURRENT_USER or
LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer.
Look for keys or values that refer to disable control panel or control panel
settings and delete or disable values with a 0 if they are enabled with a 1.
