Display in Control Panel will not open at all

to Poprivet....I was told to try the instructions that follow my
question....I do not understand all of this HKEY_Current_User etc.....I am
totally lost. I have tried just about everything and nothing is working...I
just want to change my screensaver and stuff when I click on Display....I
need instructions that are simple....Yes I am a dummy to all of this....Can
you help me??? Just read one of the solutions that was written to help
me....I am afraid if I delete something or change it I will mess up something
else on my computer.....help!!!

Here was one of the answers to my problem....maybe you can understand
it.......

If the problem only affects your current user account; Go to:
Start\Run\type: "regedit" (no quotes) and Enter\and browse to the following
registry keys, there should not be any DWORD or REG_SZ values present or
enabled with a 1.. If you find any value (which represents a security
policy), disable it with a 0 or delete it.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore

If the problem affects other user accounts, go to the next registry key and
see if any values are enabled... by default, there should be no enabled
values; the Explorer key should be empty.

Also check in the USERS registry hive and look under the. DEFAULT (default
user profile key) and browse to the Policies key. Also look under the user
accounts keys represented by coded names.

PAMMY, Just go to the regedit and browse down to the "Policies" key (follow
the path below), right click on it (Policies) and select Export, save the
reg file to your C:\with a name like "HKEY", go to the file and change the
format from .reg to .txt, next open the file and copy the text and paste it
here. This is so we can see if your Display has some policy that prevents
it from opening and if anything needs to be edited or deleted.
