Display Control Panel disabled

I've been trying to change my display settings back after
my toddler had a go at my computer unsupervised. I am not
sure what he did, but it tells me that the system
administrator has disabled the Display Control Panel. I
can't find anything under the administrator tools to
change a user's access to the Display panel. How do I
chnage this back?

This is where System restore comes in. Go to
Start - All Programs - Accessories - System Tools - System Restore,
select 'restore my computer. . .' and choose from a day marked in bold
on the calendar a point made before the trouble (one ought to be being
made daily automatically. The system will shut down, doing first stage
of the restore, and will take a little time on reboot to finish - then
giving you a message that it has been done. That will unwind
*everything* that happened, including things you may not have noticed
