Display Panel

Can not get display control panel to open up,,Saids that
administrator has disabled display panel,,,Well i'm the
administrator & i did not disable the display panel....
Now where do i find ,,how to enable display panel...

You have probably disabled it with the Group Policy snap in
(see Administrative Tools to load the policy editor to change it
back).
