If you go to "Printers and Faxes" on the print server and then right click on the printer, go to "Properties" and then the "Security" Tab. You can then uncheck the options for Domain Users or whoever you want to apply the settings for, and then check "Deny" for "Manage Printers" for the group that you do not want fooling around with the print jobs.

If you want to prevent a user from canceling or pausing print jobs submitted
by other users, then you must clear the Manage Printers check box for that
user and any groups of which that user is a member. If you also want to
prevent a user from pausing or canceling his own print jobs, then you must
also clear the Manage Documents check box for any such groups including the
Creator Owner group.
