Disable creating Shares

I need remove users ability to create share points on a
Windows XP professional desktop. The Server service needs
to stay running. The XP desktop is part of a domain.
 
Don't grant them any local admin rights - just users. Have them log into the
domain, and make sure that the local administrators group doesn't contain
any domain groups of which they're members.
