DirectX9.0a or b won't load

Loading FS2004, PC won't load Directx. tried downloading
from net, but Unregistered warning comes up and then
cancels loading. How can i disable Microsoft unregistered
cancel installation warning? or bypass it at least.
interestinging it comes up on a Microsfot product.
