Direct Draw Issues

I have a problem with Direct Draw or Direct X I recently
had major troubles with Internet Explorer as well. I am
running a Dell, uploaded with XP, Internet Explorer got
so bad, that with Dell's help I purged the Hardrive, and
with their help I reinstalled Xp, now however the games
that I had installed before, I purged the system will not
pass the video test, It says I need to upgrade my Direct
Draw, I thought XP came with a high Direct Draw, or
Direct X already installed

XP shipped with version 8.x of DirectX (8.1, if I remember correctly).
Version 9 is available and required by some of the newer games.
