Different Language Translations

I need to be able to translate to English from other languages ie. German,
Japanese, Chinese etc.

Where in Microsoft do I go to download this feature.

AFAIK, Microsoft do not offer automatic language translation
software. But perhaps you don't mean "translation" but rather
"foreign character sets"? Or maybe foreign language versions
of Windows or MS Office?

On my (previous) Me version I used to be able to download different language
translations that I can't do with XP.
