difference between custom animation and transition effects

What is the difference between custom animation and transition effects? When
are they appropriate? When is it better not to use them?

Basic answer: Animations are applied to objects on a slide, while
transitions apply to slides themselves. As for the rest, it sounds like a
homework question. :)
