Dialup settings lost every time

Hi all- hope someone can help me with this...

Every time I open up internet explorer, my home page
immediately goes to "page not found" (because i'm not
connected obviously) BUT the dialup dialog box also fails
to appear, so i have to go into dialup networking &
connect that way.

When I go into tools>internet options>connections, I try
to remedy the problem by changing the radio buttons
to "always dial my default connection" so i don't have to
go through dialup networking. I click ok & refresh my home
page, and the dialog box appears.

NOW, if i cancel this box & refresh again, it doesn't
appear again- EVER... If i open up my internet
options>connections again, the radio button has reverted
back to "never dial a connection".

It's very irritating, so is there anything I can do to fix
this problem?

In the connections area, if you click on Settings, do you have
anything in the upper area? It should be blank. Same for the LAN
settings. (I'm not one of the knowledgeable folks around here, but
that's what came to mind as something you could check.)

Thanks, but sorry, that area is empty... I checked the
settings against my friend's pc also, and they are
identical- so what else could be causing this problem?

If i try to set any other connection as default the same
thing happens- if that's any help...
