Dial-up option grayed out - why?

Installed an Agere 56k V.90 PCI Data/Fax Soft Modem on a WinXP-Pro desktop
and it works for faxing-sending and receiving using WinFax Pro, but can not
dial-up for internet access. Going into Network Connections - New Connection
Wizard - Connect to Internet & Manual Setup, the Dial-Up Modem option is
grayed out. The Device Manager says everything is working okay. Can anyone
tell me what the problem is so I can get this modem to work for dial-up
emergencies?

Look in control panel, Administrative Tools, and services. See if Remote
Access Connection Manager is set to disabled. If it is set it to automatic,
reboot your computer and then try to set up the connection.
