Dial up error

A friend is using a dial up connection. Every once in a
while he recieve the error 678 while trying to connect.
Why can he turn off the computer for an hour and then go
back and be able to connect to then internet w/o
recieving the error 678? What can he do to correct the
problem? He has an "Agere Systems PCI Soft Modem" Using
XP. Thanks in advance.
 
He can correct the problem by getting a new ISP. The 678 error is 'no answer'.
