DHCP Server Move

I have a DHCP server that I want to move the scope. I am finding articles
on how to do this with the Netsh command with an import and export. On
windows 2003, I keep getting access denied on the import portion of the
process. Problem is that it says in the knowledge base KB281626, that I
need to be a part of the local administrators group for this to work. I am
an enterprise admin and there is no local Administrators group on a DC. So
can I not do this on a dc?

Search www.microsoft.com for DHCPEXIM. DHCPEXIM is a tool to move DHCP
zones and there are other technet articles on moving zones.
