Migrate part of DHCP scopes in Windows 2003 to Windows 2000

I need to migrate part of DHCP scopes in Windows 2003 to Windows 2000 due to
there are too many scopes in current Windows 2003 servers. By sharing the
load then I planned to move part of the scopes to current Windows 2000. DHCP
exim doesn't support on Windows 2003 and I cannot use netsh to import in
Windows 2000 which the DHCP scope export from Windows 2003 with netsh
command. Anybody can help?

I don't believe you can migrate scopes backwards, only forwards.
