More power Guys!
and here is my question again (reword)..

Where exactly can I set DHCP permission in AD.
I have these configurations
DHCPs is in a Domain controllers
W2k Adv/SP4

Three diff DHCPs:
DHCPa, DHCPb and DHCPc now I created a groups called
DHCPA_admins
DHCPB_admins, DHCPC_admins and put users on each group.

I want to set permission (dont know where to set) so that
DHCPadminsA can administer his own DHCPa so on and so
forth..

I dont want also my DHCP admins to administer the whole
DHCP server itself. I want them use the DHCP MMC in thier
clients.

How to achive these things?
