How to manage remote DHCP via firewall

I found the DHCP remote management port is variable, sometimes it is 1164, or
1056, or 1104, some else, so it is difficult to manage them over firewall, I
should to manage lots of DHCPs over firewall, over Internet, I do not want to
use windows' remote-login one by one, and then manage DHCP servers one by
one. I used to manage them by MMC DHCP plug-on, is there any way to force it
on a fixed port?

You really should never design a system that has a Firewall between you and
the servers you wish to manage. It should always be designed so that you are
on the same side of the Firewall that the Servers are on.

That aside,..I manage a Webserver in a similar situation as you. It is done
by running RRAS on the server and setting it up to automatically "dial-back"
into the main system using a "persistant" VPN Dialup connection. It is
arranged so that the server always gets the same IP#. I then simply connect
to it over the VPN using the IP# that it received when making the VPN
connection.

At that point you can try to connect to it with MMC or simply connect to it
with Remote Desktop and "remote control" it.
