DHCP permission

I want to create a group and put some users on that group
to have an administrative access in the DHCP server.

I'm hosting my DHCP on a domain controller in a child
domain win2k Sp4 environment

Where can I control the permission on the DHCP server
itself? I dont want to use the built in DHCP
administrators since I will have more than three diff DHCP
boxes and each group will run his own DHCP.

We probably need to get a bit more info here. What methods do you want the
DHCP admins to be able to, or not, connect to the machine. Since this will
be on a DC you dont want to modify the "access this computer from the
network" user right. The easiest way I can see would be to use the "logon
locally" user right in group policy. Only allow each admin to be able to
logon locally to the DHCP machine they will manage.
