Device Manager is blank AND USB ports not working

At first I only noticed that the Device Manager comes up
with a blank page. Now I see that my USB ports are not
functioning correctly ... the scanner function of the USB
printer works but the printer shows that it is offline !!

HELP !!!!!
 
Kurt, is the Device Manager completely empty. No entries or just no USB
entries.
