When i boot up my computer, it shows the picture that i want as my desktop
wallpaper, but then it goes to a blue wallpaper. When i go into my settings
and try to change my wallpaper, it will not let me change it and it keeps
going back to this "modified theme". Anyone know how to fix this????

1 = Right click on your Desktop and select Properties from the drop down list,
Click on Desktop then click on Customize Desktop Button and make sure all
check boxes are unchecked there.
Click Apply then click [OK] to exit.

1 = Right click Desktop>> Point to Arrange icons by>>
Uncheck "Lock web items"

I have already tried both of these and it still wont let my pull up any
desktop backgrounds!! Any other ideas??

Why? Are the settings in the "Desktop" tab grayed out perhaps?

Registry fix-Automated :

Manually (XP -Pro) :
1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control
Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to "Not
Configured"

Manually (XP -Any) :
1. Open Regedit
2.
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4.
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3
