Desktop tab is missing from display properties

I have problems with students changing display properties
from time to time. One of them has now removed the
desktop display property tab from view from everyone,
including administrators. How do I put it back so I can
remove a distastful desktop wallpaper?
 
You can replace the distastful wallpaper by using Internet Explorer. Go to
a pic you want and right click on it - you'll see an option for setting it
up as Desktop Wallpaper.
 
To stop this from happening again, remove all user
accounts from the machine that have 'administrator'
rights. Then run 'gpedit.msc' from the run command.
Navigate to User Configuration, Administrative Templates,
Control Panel, then Display, you can enable or disable
whichever control panel apps that you want. This is
probably where the student disabled it in the first
place. By searching around you will find there are a lot
of tweaks you can enable to keep them out of places they
dont belong, including active desktop and wallpaper.
