Desktop Lockdown Question

I need to remove the programs tab from the Start Menu in XP Pro.

This is for a Kiosk application.

I really want to do it via a registry setting if possible.

If it were me, I'd use the group policy editor (gpedit.msc) "Remove
All Programs list from the Start Menu" setting. Its located in the
GPE under "User Configuration\Start Menu and Taskbar\".
