xp lockdown

I posted this question a week ago and for some reason it
was no longer posted?!?!?! well here is the question again:

"Is there a way to lockdown an WinXP Pro. laptop but still
have the user use an interactive screensaver,(clicking on
objects on the screen saver)." My boss said that there is
a way to lockdown W2K server so there must be a way to do
it on WinXP
