XP desktop lockdown in peer to peer

Is there a way to control XP Pro desktop lockdowns from
one PC in a peer to peer network. Or, is it possible to
remove the control panel from a limited account, and keep
it for the administrator. I have tried using the microsft
management console, but when I lock down the limited
account, I also lockdown the administrator.
