desktop is black

my desktop won't let me put a picture up as a wallpaper and i don't know why.
i thought it was a virus but i'm pretty sure i already removed it, so i don't
know if i did something while i was in safe mode. the picture that i want
actually does show up as the computer is booting up but then it goes to the
plain color that i chose in the appearance settings. it doesn't even let me
choose a picture, it just let's me pick a color from the swatches. so i
wonder if i might've changed something in the settings. also, i can't access
the task manager.

Right click on a blank area of the desktop | Properties | Desktop |
Customize Desktop | Web tab. Under web pages untic anything that is checked
to display on the desktop, and untic Lock desktop items. Ok out.

1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to "Not Configured"

-----Method--3-:---Manually (XP -Any)------
1. Open Regedit
2. [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4. [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3

finally after about a year it is fixed! that wasn't even difficult.

i was able to get it fixed from what windows' website had...but i looked on
that website you linked and i was able to get my task manager to work cause
of it. so thank you very much.
