Desktop Icons not working/System freeze

Issue with friends PC. On startup everything Ok. he can open, for example,
Word, Outlook Express etc and close down with no problems. However he's
found that on opening IE(8) doing whatever then closing down, he cannot open
any desktop application. Seems as shortcuts missing though no message
appears indicating a problem

He can open applications either via those shown in quick launch toolbar or
via start/all programs path. If he opens IE8 again he cannot close and
system appears to freeze

I advised a system restore but despite going through process, it will not
restore to selected date

Appreciate any advise as to resolution.

Just to update.............Problem resolved. Located to a BHO from Zeon
Corporation ........

As a footnote, since System Restore didn't work right,
I would turn System Restore off, then turn System Restore
on again. That would help flush the restore points, in case
the reason the Restore Points aren't working is because
they were corrupted somehow. Right now, one of the
restore points might still have a copy of the
plusIEEeventhelper thing.

Look in System control panel, for the System Restore tab.
