System32 Applications/Processes Stopped

Hi:

I have a friend who has a HPA1737C desktop running Vista Home Premium and
most, if not all of his System32 applications/processes, are no longer
accessible. I originally made a similar posting of this in the Vista
Newsgroup, but received only one reply. However, since System 32 is also
applicable to XP I thought I would try these Newsgroups in hopes someone can
provide more information.

System Restore, Device Manager, Defrag, Event Viewer, Services, MSCONFIG.
etc cannot be opened and seemingly also anything System32 file related. Even
the Volume icon in Taskbar has a Red X on it. No applications related to
System32 will open. It is like something killed System32.

I placed computer in SafeMode and selected Restore To Last Known Good
Configuration and it had no affect on restoring.

I can access the internet with IE7 and he can send email with no problems.
However, I cannot uninstall or install any applications. He did install some
Windows Updates KB867812, KB959772, KB960225, and KB958690 a few days back,
but I see nothing in the Vista Newsgroup that would make these possibly
related to his problem. Has Norton AV with latest definitions and full scan
indicates no problems.

If anyone has any idea as to cause and cure I would be most appreciative.
Just trying to help a friend out.

Check the Path Variable and make sure that \Windows & \System32
are shown as defined.
To check open a Command Prompt Window (Cmd) and enter Path
[Enter]

I can open Windows Explorer and access both the Windows and System32
folders.

That's not what I meant. The "Path" is a string variable that tells the
Operating System the locations to check for executables when they
are called without a complete location path. If you call up run and
type Explorer the system uses the Path variable to locate an .Exe w/
that name and then run it.

Hi:

I finally had to use the MS Vista Upgrade CD and access System Restore
with it. Luckily I got a good System Restore that returned the computer to
operational status.

Also I think that I found the culprit behind all this. He has Norton 360
installed and apparently it conflicted with Windows Updates which were
automatically installed on 3/13/2009. Using the Windows Vista CD and
accessing System Restore there were no more Restore Points created after the
Windows Updates date of 3/13/2009. So this had to be when his computer
problems started.

I have recommended to him that he uninstall Norton 360 ASAP and install
AVG 8.
