Desktop Icons Ignore Auto Arrange Setting

Recently my XP Home Desktop started acting wierd. I have turned off Auto
Arrange but have Align to Grid and Show Desktop Icons on. I go ahead and
rearrange the icons to my taste. Later when I come back to do some more
work, either have I have let the PC go to sleep state or I have shut down,
the desktop icons reload the icon image and restore the icons to the original
positions on the desktop. I have been going not so slowly nuts with this one.

Obviously I would like to regain complete control of my desktop icons.

Set them how you want and click Start, Shutdown, Ctrl + Alt + Shift + Cancel (or close). The positions are saved at shutdown. The above does a proper shell shutdown. Press Ctrl + Alt + Delete and then File - Run and type explorer.
