Can't move desktop icons -- drag and drop doesn't work

Suddenly I can't drag and drop icons, and auto arrange isn't checked. The
only thing checked is Show Desktop Icons. This is annoying. Can anyone
suggest anything?

P. S. Also, Enable drag and drop is checked. I can't even drag -- nothing
happens.
